Richmond really has me puzzled. I understand that going for a massage is really kind of a Chinese cultural thing and so it is not necessarioy true that you can get a hand job at a spa. I have gone to several and they say they dont do special but then I see that other people have posted reviews about palces where they dont offer special service. I really dont get their MO.

The registered MP's in Richmond are continually harassed by bylaw enforcement officers showing up for impromptu "inspections" (usually accompanied by an RCMP officer). This has been going on for at least 10 years. All the City really cares about is collecting fees and fines for those caught breaking the rules. I live in Richmond, but have never pooned there, because I don't feel like having one of these inspections carried out while I'm there.
The unregistered micro's are left alone unless the police are told about possible immigration and/or "slave labor" violations. The police won't get involved unless there's evidence of that. Busts like that have happened a couple of times over the years.

There is no law anywhere in Canada at any level that says getting a HJ in a MP is okay. I would think most cities would have by-laws that say it's not okay.

Getting or receiving a HJ or any other sex act, or paying someone for one, is not necessarily criminal by itself, if you are doing it in a private location not commonly used for the purpose of prostitution. But a massage parlour or incall can be considered to be a common bawdy-house, and everyone there could be charged under Section 210 of The Criminal Code of Canada.
