Whatever you do, don't plan on laying on the beach or getting in the water...That place is disgusting. Horse shit all on the beach.

Rosarito is a tourist destination. It's not a place to monger.
There are lots of art shops on the south end of town. Rosarito Beach Hotel is a good (if not cheap) tourist hotel. El Nido is a great place to eat. Fox filmed Titanic just south of Rosarito; you can tour the set. A little bit south of Rosarito is Puerto Nuevo, famed for it's lobster dinners. Rosarito is a nice place to take an amiga for horseback riding, a walk on the beach, dinner, a TLN, etc.
