An independent will have to pay, all by themselves, either the cost of an apartment or a hotel.
If it's "hotel," the price will be exorbitant. If it's an apartment, there's the problem that if the MP is popular, there's going to be a lot of "undesirable guys" hanging around, which leads quickly to eviction. And thus having to search for another apartment to do business in.
