BAY COUNTY, Fla. (WMBB) – Bay County Sheriff Tommy Ford has announced the arrest of multiple local massage parlor owners and managers.
BCSO said they were arrested for failing to maintain records and regulations required by state law at the businesses. In July 2024, new laws took effect concerning the records and retention periods of records that massage parlors must keep.

These laws were put in place to help combat human trafficking and prostitution, and for the health and safety of patrons, officials wrote.
Several of the targeted parlors were found to be advertising on websites commonly linked to prostitution and human trafficking. In other cases, complaints were received pertaining to sexual activity taking place in the businesses, BCSO said.
On February 5, the Criminal Investigations Division and the Florida Department of Health conducted inspections at nine local massage parlors. Authorities found violations at seven of the businesses, which triggered charges against the management of the businesses.
Bay County Sheriff’s Office said the following individuals were arrested:

“We remain committed to investigating and eliminating human trafficking in Bay County,” Sheriff Tommy Ford said. “We also appreciate our strong partnership with the Florida Dept. of Health. Working together we keep our community a safer place to live.”
The Department of Health also found numerous non-criminal violations of administrative rules and will be completing their investigations separately.

Shuihong Wang, age 56, owner of Spring Spa on Winona Dr., was charged with five counts of Failure to Maintain Records Required of a Massage Parlor.
Ping Wang, age 36, manager of PC Oriental Beach Massage at 2615 W. 23rd St., was charged with five counts of Failure to Maintain Records Required of a Massage Parlor.
Michael McDaniel, age 69, owner of Beach Day Spa at 11818 Front Beach Rd., was charged with two counts of Failure to Maintain Records Required of a Massage Parlor and Operation of a Massage Parlor Outside of Designated Hours.
Xiaoyan Zhang, age 48, owner of Beach Blossom Massage, at 7510 Thomas Dr., was charged with Failure to Maintain Records Required of a Massage Parlor.
Jason Xia, age 76, owner of Golden Touch Massage at 2429 Thomas Dr., was charged with Failure to Maintain Records Required of a Massage Parlor and Use of a Massage Parlor As A Principle Domicile.
Zhongqin Jin, age 62, manager of Popular Massage, was charged with two counts of Failure to Maintain Records Required of a Massage Parlor, as well as Use of a Massage Parlor as a Principle Domicile.
Lamthian Lakleam, age 50, owner of Thai Therapeutic Massage at 3607 W. 23rd St., was charged with Failure to Maintain Records Required of a Massage Parlor.
