IN Mexico, you can't do illegal stuff and expect to get away with it. When you do illegal stuff, you become "fair game." You become "fair game" not only because you did illegal stuff (carrying an open container in a public street would be an example of illegal stuff), but you become "fair game" because you are perceived as an arrogant and dis-respectful americano gringo, which is why you did the illegal stuff to begin with.
When that happens, the guys with the badges and the guns have an opening to have their way with you. That's the way it works.
When you walk back to the border and you have drugs without a prescription, are drunk and dis-orderly etc etc., well - I hate to be the one to break the noose but that too is illegal and now you've given the cops the opening they need to exploit your god nature not to mention your wallet.
If you are caught state-side with an open container, they don't pat you on the ass and say ""Excuse me Mr. American citizen, you are in America now and Americans can do whatever the fuck they want, so walk down the street with that Bud and slobber all over the community." No, they arrest you and it ends up costing you money right? Right.

The website that was designed for TJ tourists to report any rogue TJ cops simply does not work, period. I've actually filed a complaint against TJ cops and it said they will investigate and respond back to me through email upon completion of the online form. But nada. I dind't have whole lot of confidence in it to begin with.
Police shakedowns come with the territory I guess. As long as you are mongering in TJ, the risk will always exist. It's like a crap shoot. The more and more you shoot the dice, 7 will soon come up and the house wins. I myself have been stopped several times. I am not sure how much and how long the diiference the new mayor will make in the long run. Unless they impose severe penalties, like prison term for first offense, I don't think it will go away. Maybe we are asking too much. After all, Mexico is one of the most corrupted countries in the world. I am sure the locals are also suffering from abusive officials as well.

If I were a TJ cop I'd get the young guys, both from the US and Mexico, as they are most likely to have illegal drugs in their pockets and could be a good payout.. Next I would stop the guys who appear to have been drinking any age, sex or nationality it doesn't matter, could be good for $ 20 to $40 dollar bribe. Finally, I'd stop any gringo with shorts, T-Shirt/ Hawaiian shirts, and sandals, as they are obvious rookie tourist from Revolution, or the zona, probably don't speak a word of Spanish and would be easy to be shaken down, and would not complain to any authority .....that's if I were a TJ police.
I found that sticker on the Baja racers forum where they fear TJ police even more then mongers. Check out this three in one TJ cop shakedown report, it's very similar to what we hear in other places, I can't help but admire how the TJ cop gets the guy by the balls in the rental car situation. I think the guy has no choice but pay the fine/bribe to the TJ cop.

They sell the Sindicatura sticker on Ebay, or did, but when I last checked it wasn't there. Your suppose to put the sticker on you car to ward off the TJ police.
There is also an enterprising dude on the internet asking for $25 dollars towards the support of the Sindicatura effort, but you have to question the guy when he asked you to send the donation to a P.O. Box in Rancho Cucamonga, CA? But at least he says he provides you with a window decal for your car.( I have a copy of the sticker, I'll try to post it here later)

But the good news on the street, and since we are talking the "cross" is we have a new "Savior" in Tijuana that has nearly put a stop to police corruption, it's the new Mayor Jorge Ramos.
I got to admit it seemed pretty quiet on the streets of Tijuana in the zona and out of the zona last night. I did not see one TJ cop pulling anyone over, and the way back home once again I didn't see any TJ cops at the taxi drop off point, and the real kicker to me was the Taxi Libre, actually put on the meter for me twice, once going into town, and once going home. I was in such a shock I gave the taxi drivers $5 dollars each.
But then again it's always quiet for me as I'm just about never stopped just like KIllit says. If fact I got a kick reading another site, where this guy lives and works in TJ, says he often is surprised to hear guys reporting they are stopped all the time, and wonders why when he has only been stopped once?

I have yet to hear about a successful truthful outcome of a monger filing a report with them, but at least they get a card to put in their wallet in case they are stopped again.

I think it works the same way in the movies, for some just like in the movies it works, but sometimes you see other movies, and some young teenager gets out a cross and shows it to the vampire, and the vampire says, those things only work in the movie, and then the vampire bites the guy or girl and they get turned into a vampire.

On some other sites I saw this thing called Sindictura ? card or something, if you carry that and flash it, I think we can avoid the Cops shakedowns ?
