It is a big deal to law enforcement. The guy had a 5 million dollar bounty on him. They made a big deal out of the arrest of his brother, but his brother "arranged" for his capture and that never seemed to be in the story. This report is not very informational, but maybe they actually suprised him as they made multiple arrests. If he gave himself up, I would think he would not have been surrounded by assasins.

jose arellano felix, head of the tj/mexicali drug cartel was arested by u.s. authoritys today. hope it doesn't create violence/probs for visitors to t.j.
be careful in t.j. all hell could bust loose if this creates a power vacum.
