This is the Quarantine Act, signed into law in 2005 I believe, and it deals with the Canadian governments authority to detain you, test you and quarantine you as a traveller in and out of Canada. Basically, the government can detain you to assess whether you are a health risk if their suspicions are reasonable.
Your defense it to demonstrate to them that it is unreasonable to suspect that you are a health risk.
Personally, I carry an Oximeter and HRM, as well as a temperatue meter, so as to demonstrate on my own, to anyone that wants to question me, that I am breathing well, my heart rate isn't elevated and my temperature is within its normal range.
That way, there is no reasonable grounds to suspect that I am an immediate health risk to anyone else.
