I think you can be certain it's a scam. Don't fall for it.

She will only see you if you sign up for a webcam service, she says she does it to prove your not a cop but I think she's full of it. I didn't sign up for the service and she refused to see me. I think she's just a scammer for the webcam service. If you do signup for the service let me know if you get to see her, but I'm pretty sure it's a scam.
