I stopped staying at TJ hotels after I got an apartment in Tijuana, so it's hard for me to remember which hotel has what Internet service. If I remember correctly, the Lucerna on Paseo de los Hereos has Internet connections. Probably the Publo Amigo too. (You could call and ask.)
In general, Internet speeds in TJ aren't what you get in the US. The maximum Cablemas residental speed just went from 1024 to 2048, not much by US standards. So I'm not sure if you'll be able to do much with streaming video in TJ.
Internet massageplanetes are everywhere. At $1.50 an hour they're cheap too. Like others, I'd suggest leaving your laptop at home, using an Internet massageplanete while in TJ, and not planning on doing anything that requires a fast 'net connection.
FYI: Pornography is illegal in Mexico (even tame stuff like Playboy). Making/distributing porn will get you a long sentence in prison. If I were bringing a computer to Tijuana I'd be sure it didn't contain any porn, nor would I use it for something like editing pictures of nude/semi-nude chicas. (If caught the best you could hope for is losing your laptop.)
