Two women were arrested at a Rochester massage business after they allegedly inappropriately touched an undercover police officer.


Around 3:15 p.m. on Wednesday, an undercover officer went to Happy Body & Feet Massage, 1107 7th Street NW, and requested a massage, according to Rochester Police Capt. John Sherwin.


The physical contact quickly became inappropriate and it was apparent the business was offering "something in addition to massages," Sherwin said.


Hong Li, 50, and Lihua Shaddy, 60, may face charges for engaging in prostitution in a public place, Sherwin said.


Sherwin said it appeared that the two women were living in the business, which is a violation of city ordinance.


Sherwin said they will try to provide the women with services in the event they are victims of sex trafficking, "but they've committed a crime as well," he added.
