The Harris County Precinct 4 Constable's Office with assistance of the Harris County Precinct 1 Constable's Office conducted a compliance inspection at a business located in the 2100 block of FM 1960, known as Aroma Spa, on Aug. 25.According to the Constable's Office, undercover officers entered the business and a suspect offered massage services for a fee while another suspect offered sexual services for a fee. The business is not a licensed massage establishment and the employees are not licensed to offer or perform massage services as authorized through the Texas Department of State Health Services.
The business was offering massage services and had no license; therefore the business was deemed to be a massage parlor which is prohibited in Harris County under the S.O.B. ordinances.
Under the Harris County Sexually-Oriented Business Ordinance, the business and the defendants failed to obtain a Sexually-Oriented Business permit. Chong Cho, 59, was charged with two violations for No Class 1 Sexually Oriented Business License and Operating a Massage Establishment without a License.
