So much for the new mayor's crack down on police corruption. Auxiliary police officers, I guess you could compare them to security guards, or maybe something like a 'meter maid' who writes traiffic tickets on metered cars in the US, as they don't carry guns.

According to the following article they cops were auxillary police. That helps explain why another cops would "turn" on them.

TIJUANA: Two auxiliary police officers were detained Tuesday after they were accused of robbing a tourist of $100.

The officers are part of the unarmed commercial police, an auxiliary of the Tijuana police force. Commercial police provide security to local businesses and residential areas.

The city has about 300 such officers, who typically wear uniforms of white shirts and beige pants. Members of the branch don't undergo the same training as regular officers, and their salary comes primarily from donations paid by the neighborhoods they patrol.

The two commercial officers were detained by regular Tijuana police officers after the victim identified his assailants, according to a news release from the city police department.

The detained officers were identified as Saْl Solيs Lَpez and Ivلn Hernلndez Vargas

I think what the PAN wants is not to be embarrassed by prostitution; they’d like it to be more discrete. Perhaps they’ll try again to make the SGs lurk inside hotel lobbies, but maybe not since things went sour the last time they tried that.

I really don’t see the PAN as trying to close the bars. I don't see the PAN as wanting to outlaw prostitution in Tijuana, just make it more discrete. (And no I don't think we'll every wish Jorge Hank and his police force would return.)

I suspect a few people over the next few months will be coming to these sites telling us that the new mayor of Tijuana, Jorge Ramos(PAN) will end police corruption and end shakedowns by the TJ police?

I don't think one man could do all this with police corruption being so ingrained in the systems for years, and the sheer number of drunk Americans all too willing to fork over a small bribe in order to not face the Tijuana justice.

Not even Rudy Giuliani who believe he is great in him own mind was able to end police corruption, especially when he came to his own hand-picked police commissioner, but like Rudy I expect Jorge Ramos to make a few high profile arrests of TJ police to make examples out of them, and get the public to perceive he is doing something about rogue TJ cops.

Like Giuliani I think Jorge Ramos could target victimless crimes like prostiution. I use to love New York's red light district before Giuliani came around with those sex clubs, nude bars, street walkers, and their pimps ready to make a deal...it was fun.

I been hearing that Jorge Ramos and his conservative PAN party that is close to the church, wants to once again go after the Street Girls lining the alley, and get rid of them or move them inside? If this is true, and Ramos is successful he could next go after the bars....then we would truly be sorry, and wish for Hank Rhon to return?

But giving locals and tourists more safeguards, tools to defend themselves...yes.

Yesterday (on another board) somebody posted the article that appeard in La Frontera. The article you posted is more detailed.

Could this be a sign that Jorge Ramos and the PAN are serious about ending police corruption and making good on the mayor's promise to safeguard tourism?

Basicly, this is news article from a national newspaper based here in Monterrey about 2 cops extorting an American at La Zona, telling him he was going to be taken to la Comandancia (as always).
Third cop came over to help the tourist and he arrested the 2 corrupt cops.
They were caught in the act and suspended together with their supervisor for coverup.

Igualmente su supervisor fue suspendido y estل a disposiciَn del Ministerio Pْblico bajo sospecha de encubrirlos, cuando la Unidad Anticorrupciَn iniciَ las indagaciones.
"Les dije desde un principio que estarيa ansioso por saber quién va a ser el primero en caer por corrupciَn, pues esta persona la vamos a destruir, a destazarla, a deshacerla en pedacitos, porque es una exigencia ciudadana", dijo el militar Juliلn Leyzaola, nuevo encargado de dirigir a la policيa municipal.
Los oficiales Saْl Solيs Lَpez e Ivلn Hernلndez Vargas fueron asegurados la madrugada de ayer en el sector de tolerancia conocido localmente como Zona Norte, cuando un tercer policيa observَ el incidente y se acercَ a ayudar a la vيctima.
Detuvo a los policيas y los remitiَ a la comandancia. Pero cuando el norteamericano fue puesto para que los seٌalara, los agentes no aparecieron, sino minutos después para negociar con su vيctima.
El incidente produjo una segunda acciَn contra el supervisor Miguel Romero Cabanillas, de quien sospechan tratَ de encubrir a sus oficiales para que no hubiera mayor problema.
