A woman from Chicago has been charged with prostitution and accused of operating an unlicensed massage parlor with a Naperville woman in a strip mall on Naperville's far east side, according to police.
Fengzhi Hu, 52, of the 1800 block of South Wentworth Avenue in Chicago, faces a misdemeanor charge of prostitution. Both Hu and Li Li, 46, of the 1800 block of Wehrli Road in Naperville, face charges of practicing or aiding in the practice of massage therapy without a license, according to DuPage County Circuit Court records.
Naperville police arrested the women between 4 and 5 p.m. Tuesday at the M Spa & Massage, at 1803 Wehrli Road, records showed. The spa is in the University Commons strip mall, at the intersection of Lisson and Wehrli roads, in Naperville's University Heights neighborhood.
The arrests concluded an investigation police launched in May 2014, Cmdr. Jason Arres said Thursday. It was initiated "by a patrol officer who identified suspicious activity" at the business, "and forwarded it to investigators for further investigation," Arres said.
An undercover police detective went to the spa Tuesday afternoon, where he spoke with Hu, Arres said.
According to police, Hu "agreed to perform a sexual act โฆ for an agreed amount" of money, Arres said. The detective identified himself and arrested Hu, with no physical contact occurring between the two, he said.
Hu and Li were charged with violating the state's Massage Licensing Act, which is aimed at anyone who "knowingly practices or offers to practice massage therapy โฆ without a license."
Arres added he could not discuss further details of the case "due to the ongoing investigation."
The spa was locked and dark early Thursday afternoon.
Neither Hu nor Li could be reached for comment.
An examination of court documents revealed neither Li nor Hu has a criminal record in DuPage, Kane and Will counties. Their preliminary court hearing dates are pending.
