WAITE PARK — Waite Park City Council was to consider revoking licenses for three massage therapists Monday night suspected of engaging in illicit activity, according to the council's meeting agenda.
Waite Park licenses both massage businesses and individuals therapists, according to Dave Bentrud, police chief. The city revoked business licenses for Q & S Massage, 619 Second St. S, and Oriental Massage, 125 Waite Ave. N, after law enforcement discovered evidence of illicit activity.
This will be the first time the city has revoked an individual's massage license, Shaunna Johnson, city administrator, previously told the Times.
The individual licenses in consideration include Su Feng Jiang, owner of Oriental Massage, Xuemei Xing, a Q & S employee, and Juan Shao, owner of Q & S Massage, according to city documents.
The businesses were suspected of illicit sexual contact and closed after police inspection, according to Bentrud. Police had received complaints

The purpose of individual licenses is to prevent employees who have engaged in illicit activity from "going to another place and getting a job" after a businesses is closed, Bentrud said.
If the individuals' licenses are revoked, they would have to wait five years until they could apply for a new massage therapist license in the city.
The council could also decide to suspend the licenses for a year or take no action.
