Council considers assisted living center, massage establishment regulations
The Springboro City Council on Thursday is scheduled to consider rezoning and a general plan for 13.3 acres at 8683 Clearcreek-Franklin Road for development of the Sanctuary at Springboro, an assisted living center, despite opposition from neighbors. The developer is proposing a 118-unit center, with future plans for a 50-person memory care unit, across from the Tamarack subdivision.
Also the council is scheduled to consider an ordinance amending city business regulations to establish a permitting process for massage and massage service establishments in the city. The regulations were written since the city declared a moratorium on the opening of these types of businesses. The regulations prohibit certain practices, including massage services without a state massage therapist license, and call for annual renewals.

Commissioners to reconsider political sign policy
The Warren County Board of Commissioners agreed Tuesday to reconsider regulation banning signs from county property before early voting for the November election begins next month.
In March, the commissioners banned all signs on county property, primarily due to concerns about signs posted outside the board of elections office in a county administration building in Lebanon. Commissioner Pat South proposed an alternative location for the signs along Justice Dr. near the board office. Commissioner Tom Grossmann said the county could face legal challenges if it permitted some, but not all signs. Commissioner Dave Young said he still opposed the posting of political signs on county property. Bruce McGary, the assistant prosecutor representing the commissioners, was directed to study the issue before a discussion by the commissioners.

Ohio 123 section closed next week
Two culvert replacements require closing Ohio 123 next week.
Beginning at 7 a.m. Monday, Sept. 19, Ohio 123 will be closed east of Stubbs Mill Road and west of Cedar Trace Drive until approximately 3:30 p.m. Friday, Sept. 23. The detour uses Ohio 48 and I-71 and is 5.5 miles longer than the regular route.
Arrow boards and/or signs will be in place to alert motorists of the work zone and road closure.
