Was he offering the massage as joke or to test the waters?

This guy that I work with offered me a foot massage a few months ago but used a sarcastic tone when he said it so I figured he was only joking. He saw me rubbing the back of my neck at work and comes up to me and says you need a massage and then he turns to our other co-worker and says "give her a massage in a joking manner.

Just wondering if it was just a joke or just to see how I may react to an actual massage??
I said yes jokingly again because that is what it sounded he was doing again (joking)
