It's going to vary by region and a few other factors. (For the record, I'm not a big fan of giving anything for free. If you give it away for free, why should anyone pay you for it?) But the mileage you get out of any particular strategy is going to vary from place to place, and practitioner to practitioner.
Some posters in recent threads swear by radio advertising, while others condemn it. In some small towns, there might be a well-read small local weekly paper/flyer that might be cheap to advertise in. For us, it was all about the internet. Some people hook up a referral network with other holistic-minded healthcare professionals in their community. It's also going to vary with what type of practice you have, or what you specialize in. If you do Thai massage, acupressure, shiatsu, etc, you might want to put up flyers in a local yoga studio. If you do body wraps or hot stone massage, you might advertise near a salon or something. If you do sports massage or deep tissue, you might advertise near a gym. If you do prenatal, you might network with a pediatrician. Lymphatic drainage, network with surgeons, especially plastic surgeons...etc etc.
At any rate, before you shell out a lot of money on advertising, don't necessarily assume "it takes money to make money" because that's not necessarily true. We haven't paid for any advertising at all in our 3 years and our practice is healthy. Just explore your options. You can do it!
Hope that gets you started! Good luck!
