Who should introduce themselves first when someone is moving to a new

environment? New person or old person? Let's say a guy is moving into another shared apartment, class, or workplace. Should the people who was there earlier introduce themselves first to welcome this new guy, or should this new guy introduce himself first to make a good manner/ impression?

It'd be nice if the neighbors introduced themselves first but if they don't there's no reason for you when crossing paths not to say, Hi. I'm Ted. Just moved into 7D upstairs. Big grin.

I don't think there's a one-size-fits-all answer to this question. It depends a lot on the personalities involved. Ideally, both parties would be equally invested in making things go smoothly, and both be eager to introduce themselves.
