Why does my face chatting system always fail?

So. I just got a 4th generation iPod Touch for my birthday. My mom has an iPhone4. We did face chatting a couple times to try it out. I got bored one day so I tried to call her while she was sitting on the couch playing Angry Birds and on my iPod it said that 'face chatting has failed'. Why is this? Do you have to be exited out of all apps and internet for it to work? Does the other person have to have their device on but not really in use for it not to fail/ I'm confused. Can someone explain this PLEASE? It's annoying me. :P
