I go to the EBC area multiple times a week for years and didn't even notice the spas until long after my relationship fell apart. There's a lot to do in the area. I don't think the proximity to the RH council office helped though. Like removing bike lanes, there's going to be a few vocal voices that seems to get the ear of the politicians, under the guise of doing good for the community. But the reality is, as noted in other government reports in the last 10 years, the criminality isn't there in this industry, and targeting it will just push more vulnerable people into harm's way.
