So...you're not wrong, but I think Canada hasn't done the best job of managing this. There's serious disconnects between each body of government, their public health agencies, the advice of doctors, and what individual businesses are prescribing for themselves and their customers/clients. There's also conflicting messaging in the way the government communicates this stuff. "Stay away from each other, but also shop in store, not online" ... "Stop going out, but also, be sure to get out for some fresh air" ... "You should be ashamed of yourself, behaving like everything is normal and hanging out in groups, but also, you're killing the economy, shame on you". With all this in mind, atrocious contact tracing, insufficient quarantine facilities, and unreliable testing, I'm not convinced this is entirely on the average joe being stupid and refusing to physically distance themselves. Lately I think a norm of shaming and engendered guilt is just a way of passing the buck.
