I don't have time to teach you about the Canadian tax system. I'm pretty familiar with the rules. Tax credits and tax refunds are two different things. A refund is money you get back from taxes you've paid. A tax credit reduces the tax you owe. Neither of which apply if you've paid no tax. Now, if your income reported is low enough that your credits negate any tax owed you simply don't pay. You can't get a refund.

You are confusing this with rebates. Such as the carbon tax rebate, Trillium Grant, etc..... These are legit and as long as you file a tax return you will receive a scheduled payment.

To be even more pedantic, there are non-refundable tax credits and refundable tax credits. The refundable tax credits might be possible but it’s not very much. They still require you to have some income however. I think the non-refundable tax credits are the more common ones.

ETA: refundable tax credits still require you to pay some taxes, but the amount you get back may actually be more than the taxes paid, so you net cash from filing the income taxes. Again, the thresholds for this are a pretty low income but possible if they arrange things properly.
