Wrong. There are limitations on when and where you can monitor because you have to take the individuals right to privacy into account. You cannot monitor anywhere someone may not have the expectation of being watched eg. bathroom stalls or dressing rooms. Thus Carman may legitimately monitor the entrances and possibly the main hallway if she posts a warning that it is monitored but otherwise she is not entitled to.

I highly doubt that Carman or any MP owner is stupid enough to put herself/themselves and her/their business at extreme risk by violating these policies and providing the authorities with the very information they need for their own prosecution.
