I am surprise CC actually listens to their customers without solid proof. This is like saying I went to refill my car at a gas station and turn around and said I wasn't at the gas station.
The cc company refunds the customer first. Probably because it's quicker. Then investigates with the business as the business can fight the chargeback. This is the representment or rebuttal and where businesses present their evidence to the cc company that the charge was valid.
