I remember reading an article about how HIV infection in San Francisco dropped after hitting it's peak due to education and just plain basic fear of contracting it. However after a period of time it started to rise again for a number of reasons, tow that I recall were basic complacency, and a younger generation that had not been sexually active when HIV infection was at its peak so they hadn't experienced the loss of friends or the general fear. Its possible that same thing is occurring here, that the initial panic has taken a back seat

I think there is also a current belief that it's no big deal because of advancements in medical treatments. Heck, the Alberta gov't. just announced it's going to pay for a HIV preventative medication- PReP- or something so that homophiles can live a promiscuous lifestyle without a care. Yet people suffering from diseases beyond their control must pay tens of thousands of dollars per year.

Welcome aboard. It's best to just ignore the crazies that occasionally come through here posting drama and nonsense. If you don't feed them they will get tired and go away.
