When has distributing alcohol been considered essential?

Angela quoted me $240 for the hour. She charges some clients less than I, but I dont mind, for I know she hates me. So, I know I have to pay extra because she cant really stand me, deep down inside. But, when a sex worker hates me and still fucks me, that makes the session better, imho. There is nothing better than a woman having sex with you when she actually doesnt like you. I should know better than to try and inject rationality into any discussion around here, but here goes...

Severe alcoholics can go into withdrawal if they quit cold turkey, which can require hospitalization, which would take away resources that will be needed for covid patients. Keeping the LCBO open prevents this.
