In business, everything is negotiable. I absolutely hate to shop, especially for clothes, so when I do, I tend to buy several pairs of pants, several shirts, etc. On several occasions, I've been able to get the store (used to be May Company & JCPenney, now usually just JCPenney) to throw in a shirt or a pair of pants or a belt for free. When you are plunking down a few hundred dollars or more, they often are amenable to some kind of a deal. Yes, the store clerk will usually have to ask their sales manager to okay the transaction.
However, I've never tried this in some of the "bargain basement" stores like Ross, TJ Maxx, etc. So far, on none of the few occasions that I've used these stores have I tried bargaining because I didn't feel as though I had purchased enough to ask for a discount.
I have no personal knowledge of the upscale stores since the few times I did walk into a Nordstrom's or whatever, I've promptly left after seeing the (what I believe are) insane prices.
