Bucket, what are these Blue cabs you speak of? I live in SD and visit TJ frequently. While not blue, the only taxis that would be a better deal than the yellows are the ubiquitous orange and white ones (taxi Libre) which in most cases (especialy if you speak a little Spanish) will turn on the meter making a trip to Coahuila (Red Zone) $2-$3. Also, the yellow cabs charge $5.
In regards to particular cabs taking one to la linea (the border), I have found 99% of them will drop you off as close to customs as they can (about 2 hundred yards), but it's 50/50 whether la policia (depends on the traffic) will allow them that close or not. If not, you will see them out there with a roadblock (no matter the taxi co) and you will have to walk the extra 1-200 hundred yards. I have never seen any TJ police shaking people down along this well populated strech, but I suppose anything is possible.
