Your cell phone plan may not have international calling but if you can not get through with Skype, either you are not calling Mexico correctly or her number may be disconnected. Next time you are in TJ, you could try calling from a pay phone or one of the storefront pay booths. Someone there could help you and confirm if the number is in service.

Your method is the reverse of the typical massage parlor or "casas de cita" experience where you go to a location and there is a line-up of chicas to choose from. I have never tried it but it appears to have worked well with you. I think the reputable escort agencies would ask you to look online at their line-up.

Place is called La Mansion, cant really describe how to get there, its off the main drag a bit. If you jump in a taxi and tell them the name of the place they should know what youre talking about. So most of the time when I go to TJ I like to jump in a taxi and go browse at some girls at the major clubs (Adelitas, HK, etc.) I get tired of being in those places quickly though, just feels like there is too much going on and too many people.
