When little progress was made, they lifted restrictions far too soon in February instead of riding it out and now we're back where we started!

Those two regions get locked down and everyone that lives there migrates to "safer" regions. This leads to an even wider shut down. When cases go down just a bit, smaller regions reopen and cases go back up and another lockdown is implemented. Toronto and Peel have been locked down since November!
