I have been to Sugamo and it is a nice place, 3000 yen for BBBJ, not so bad at all.

Jan Jan in Sugano (JR Yamanote Line), is a good bargain. Unlike other salons, Jan Jan offers 1 lady for 30 min. I visited there on a weekday around 3:00 PM and paid 3000Y for the service. Saw a girl named Ayuse, her technique was good, however the music was really loud and it was pitch black (at first). Jan Jan is extremely gaijin friendly, so don't hesitate. Exit Sugano station left side and the street is across from Vie De France (bakery). I'll visit again when in the area.
