So as a lawyer in Ontario, yes you're right, the numbered corporation is typically the anonymous owner, that is also the case here.

However, when license changes hands the beneficial buyer and sellers names come into public domain, true they could be nobody's as well. In this case the corporation number that owns licenses has changed, and from the sale, what looks like a Vietnamese individual is selling to someone that is probably spanish/south american. The sale also stipulates that the old owners and operating staff can have nothing to do with the license going forward.

Its a moot point, an individual can own multiple numbered companies. The same individual was the beneficial owner of all 4 premier spas, he now only owns Perla I believe.
