As somebody pointed out, the fact that strippers were getting preferential ranking was part of the scandal. A lot of people felt the system was getting exploited to bring undesirable people in, which was taking spots from 'real' workers (not my term).
There was also some kind of patronage element to the corruption, but I forget the specific nature of that. It was a long long time ago and I never really cared about it as a 20 year old. I did miss all the hot blonde Czech and Hungarian and Romanian women though. Strip clubs today are nothing like they were 20 years ago, and the drying up of foreign talent had a huge part in that decline.
