body rub license hasn’t been an issue for the other 500 Holistic places in the GTA. None of the municipalities have the time or money to worry about it.
The general public doesn’t care as long as it’s behind closed doors and doesn’t involve drugs or underage girls.

With marijuana legalizing soon, most of the attention is going to that when it comes to vices that people enjoy.

This might be a stupid but legitimate question. Are these places (SL, E&M, JR) licensed? meaning for body rub? If LE does show up, what are they looking for exactly, if the place is licensed

There are over 500 spas in GTA. Only 25 of them have Body Rub license. Over 400 spas operating under holistic and Wellness centre are pretty much operating as body rub spas. LE know what's going on at the so called Red light district hwy 7 and Leslie area holistic spas operating till 2 am. I am pretty sure there are some LE on these review boards as well. So long as there is no complaints from neighbors and businesses, no drugs, no underage girls, they are pretty cool with it. In my opinion, they might as well legalized prostitution like they have just done with weeds and collect tax from these businesses.
