Principal means of access would be the main entrance to the business. If the main entrance is located in the rear of the building then it’s the principal access and needs to be open. If the main entrance is in the front and open and it has other secondary entrances, like a back door, they could be locked. Typically back doors are locked for security reasons and the main door in the front is open for secure access to the business.
