"Spicy Club" scams!
If as you say, "most of the business comes from the touts", he would lose that business as the touts would then take their customers to a different place. So, his revenue would be less - but a huge part of that revenue seems to go into the tout's pocket, so he's not "losing" that money. The question remains, would he be better or worse off financially if the touts were not involved in his place, and were taking "their" customers elsewhere. I think only Raw can honestly answer that.
I had a long talk with a Thai person who hangs out at the beach during the day, renting out the "beach blanket" things for 20 baht. He makes hardly anything during the day. Over a beer, he told me that at night, he has a job bringing people into one of these places, so I guess we'd call him a tout. In his words, for every customer he brings in, he gets 500 baht. That sounded high to me, but he had no reason to lie. He also sometimes walks around with a sign that says "buy one drink, get the next one free". I saw him with the sign later that night.
(I asked him where the money goes - he said he sends almost all of it home to his parents. He's in his mid 20's, but apparently very involved in supporting those at home.)
