Looks and sounds like a Japanese version of the Thai body massage. In Thailand the body massage is usually preceded by a soapy bath in the bathtub where you are thoroughly scrubbed down by a girl you choose from the fishbowl, and followed by safe FS. The cost is from maybe 1,500 Baht to 2,500 Baht and up to 5,000 Baht for the "models" which you pick out from a photo album and make the appt in advance. The "models" could be of Thai Penhouse quality. Some of these soapie houses are multi-floor "entertainment complexes" with hundreds of employees.
The cost is very low by western standard. Current exchange rate is about 40 Baht to US$1. As a reference point, a typical service worker may earn 5,000 Baht a month in Bangkok, and lower outside of Bangkok.
The chances of finding Thai soapie and body massage in N. American is zilch. Most of the soapies in the U.S. are the Korean version and you get washed in a bath table, or in a shower. (Watch out for that wash cloth or sponge and stay alway from them like the plague.) The AMPs in Toronto and Vancouver seem to be mostly of the HK types. The only authentic Thai ones I have seen are in Macau, where you can find visiting Thai girls who are "pre-selected" and very experienced. You would have to pay about US$250 to US$300 in Macau for the standard 90 minute session.
