What would you think if someone started introducing a dummy to a 4 year old?

It makes me mad to see a friend of mine start introducing a dummy to their 4 year old child who'd never had one before. Neither had they sucked their thumb.
Surely this is the age when you start to reduce the independance on such things, not start to introduce it.
Is this a mother who doesn't want her child to grow up? I really don't understand what she's doing.
