You've mixed up the "saying". It is actually "deaf, dumb and stupid". Dumb is another archaic term for mute or unable to speak. An example of this would be what we call a baby pacifier which used to be called a "dummy" since it prevented the baby from squawking.....

The term "deaf dumb and stupid" wasn't used on everyone who was deaf, just those who were mute as well and then the stupid part was only if the person was stupid too.

Actually, not every country, Austrailia has "aussie rules football" which is very similar to our football with some rugby mixed in.......

But more aptly, we have both football and soccer, and few other countries have football. But soccer is used elsewhere too....I've heard it used in England to describe the fans....aka "soccer fans"....come to think of it, I don't think I've ever heard them described as "football fans"....
