NATO countries put an emphasis on building a strong non-commissioned-officer (NCO’s): Sargeants. These are experienced troops able to direct and command sections/squads. NATO countries focus on unit level decision making where understanding the objectives,squad leaders, platoon leaders, and company leaders can make decisions on the fly as battle conditions change. Battles are fluid and always change. Russia is falling into the same trap as the Germans in WWII, in that decisions have to be tops down. This means Russian Generals need to go to the front and give orders, making them easier targets.
