In case of Bar & Restaurant, the bar owner needs to have liquor license to allow consumers to consume liquor in their premises (Bar premises).

Permit comes into picture only to have possession/consumption of liquor other than Bar & Restaurant.

Liquor Permits can be issued by wine shop selling alcohol for per day basis costing 5-10 bucks.

One can also apply for life long permit.

I guess this stone-age law is in force only in Maharashtra.

All the wine shop owners have a right to issue a permit along with the liquor sold which permits u to carry/transport liquor.

It's a different story that no one really asks for it.

Permanent license r issued by govt authority. Costs abt 1000-1200 bucks.
The rule is quite funny, it requires a certificate from doctor permitting to consume alcohol. Imagine a doctor allowing u to consume alcohol knowing it's health implications.
