I think the Parties that run for office should offer a contract to the public with their platform, budgets and timelines. If the party who is voted in does not meet their contractual commitments then it is deemed a breach of contract, they lose the right to govern and another election is called.

That already exists today. A leaders election campaigns are in effect their contract. If the legislature feel strongly about leadership, or lack thereof, a motion of no confidence is called. If the motion passes, the Prime Minister has to resign. He may call on the leader of another party to lead but in reality, the path is to dissolve Parliament and call a new general election in hopes a replacement from their party can win.
