First of all, let's dispell the myth about LE. LE presence in DC is LIGHTER than New York, Atlanta, and Florida. I don't know where the hell this myth about LE in DC being strict came from, but it's FALSE. Black Wednesday didn't just happen in DC, by the way, if that happens to be the source of this stupid myth.
Second, girls making $1000 is not the norm. In fact, it was never the norm.
Downtown girls made $1000 a day. Sun girls probably did. These days, who knows?

Read the federal indictment for Black Wednesday and the transcripts of the recorded phone conversations between the drivers, girls, and managers. The highest figure quoted was that a girl could make $21,000 a month. It doesn't make sense that taxi drivers and managers would lie and give a lower figure when trying to entice girls to work at an establishment.
