If you are staying in a country for an extended period of time you need to state why and if it is not an acceptable reason you can be rejected. I think in Canada it is 6 months before you need a reason other than just visiting. What some of them started giving as a reason was studying English, but to give this as a reason they would have to show that they were actually enrolled in an English studies program somewhere in order to get accepted. Back before the whole crap with the MP the Russians / Eastern Europeans were overtaking the Asians for service in the industry
